The /*Los Angeles County Sheriff's Department*/ is refusing to return the artwork until its ownership can be verified.
The sketch was stolen from the Marina del Rey Ritz Carlton on Aug. 13, and it was found two days later at an Encino church.
It belongs to the Bay Area Linearis Institute, but the sheriff's department said the institute has not shown proof that it owns the sketch.
