Esteban Muniz, 32, and Jose Muniz, 24, were arrested after Santa Ana police went to their house on a tip in the 200 block of Chantilly Street in Anaheim.
There, they found weapons including an AK-47, an automatic assault rifle, flak jackets and ammunition.
Police believe the suspects are gang members who intended to sell the weapons.
