Police say 43-year-old Paul Birkeland has been banned for photographing the buttocks of girls and women with his cellphone.
He was arrested on suspicion of annoying children and photographing a person for sexual gratification without their consent. According to police, he apologized and admitted that he knew his actions were wrong.
If he is caught trespassing on mall grounds, he could be arrested.
