Testifying before a House panel, the actor said barges, skimmers and other boats would separate the oil from the water, then take the /*crude*/ to storage tankers and later sell it.
"Americans and the world need to demand that the /*oil industry*/ put this ongoing problem front and center. They need to demand that the same energy and the same financial resources that sent this industry around the world in pursuit of oil be brought to bare to address the safety of America," said Costner.
Costner's plan is separate from the $1 billion rapid-response containment project being developed by the nation's biggest oil companies. That effort focuses on trapping crude deep beneath the sea.
