All westbound lanes were shut down for about 10 minutes at about 10 a.m., but officials were able to partially reopen the freeway to let traffic through. All lanes of the freeway were reopened by 2:30 p.m.
The Redlands Police Department received a phone call at about 3 a.m. from a service station at the intersection of California Street and the 10 Freeway saying there was a shooting victim there.
When police arrived, the victim said he was shot through the door of his vehicle while on the freeway.
Because the victim was in surgery for most of the day, there are still many questions left unanswered.
"We have no suspect description, we have no vehicle description, so we really don't have a motive at this point," said Baker.
The victim was reportedly out of surgery and in stable condition Thursday afternoon.
