They had until midnight to agree to the compensation and sign waivers saying they won't sue the state for the tragedy at the Indiana State Fair.
The state allocated $5 million total for the seven people killed and 61 injured in the accident.
But some people are criticizing the compensation.
An attorney representing six of the victims has filed a lawsuit over the distribution and liability cap.
