John Brennan, 49, said he was fed up with being harassed by airport security, so he took off all his clothes and refused to put them back on. He said he was being "nude but not lewd."
Some passengers covered their and their children's eyes, while others laughed and took photos.
Two screening lanes were closed while police arrested him for indecent exposure and disorderly conduct.
Brennan missed his flight to San Jose. He plans to fly out on Wednesday night.
