Voters cast their ballots on June 5. Candidate Reno Bellamy had received 30 votes for the City Council seat, and Luz Martinez received 27.
But after an investigation, retired judge Debra Wong Yang concluded seven votes were invalid; five voters were not city residents and two others did not mail in their ballots properly.
The tossed votes make Martinez the winner. However, Yang's findings still need to be approved by the City Council.
