The crime happened April 3 at the store on Roscoe and Ventura Canyon boulevards as the woman was standing in line.
Detectives said another customer saw what happened and told the victim. The victim then took pictures of the man and his license plate. He was later identified by authorities as 33-year-old Joaquin Cortes Rodriguez. Officials said the crime was caught on the store's surveillance cameras.
Rodriguez was booked Friday on a misdemeanor Peeping Tom charge and his bail was set at $50,000. Investigators said a federal immigration hold was placed on him because he had been previously deported and re-entered the country.
