Agents from the California Department of Alcoholic Beverage Control and officers from at least 109 local police agencies set up underage decoys across the state.
The decoys asked people entering a store to buy them alcohol. If they did, they were placed under arrest.
As of 10:30 p.m. Saturday night, 522 people were arrested during Operation "Shoulder Tap." The decoy program was designed to help reduce youth access to alcohol.
The penalty for furnishing alcohol to a minor is a minimum $1,000 fine plus 24 hours of community service.
