LOS ANGELES The Los Angeles City Council is looking at a proposal that would force homeowners to pay to repair their sidewalks or pay the city a fee when they sell their property before escrow closes.
The average cost for each homeowner could be as much as $15 per square foot of sidewalk.
Officials say they need to address a backlog of repairs.
Opponents of the plan say this will complicate the real estate market and leave sellers unloading their property at a loss.
