The cemetery has been in legal trouble for the past three years after pictures surfaced of cremated remains piled with coffins in a storage area.
"We're upset. We're so upset. And we had to dig to find my father's grave, and it's a heck of a thing. You lay your loved ones down, and you expect things to be taken care of, and it's so sad," said visitor Michelle Horvay.
The city has taken over the cemetery, and officials said they plan on opening it once a month starting in the summer.
