Police said the device went off in the alley at Bort Street and Butler Avenue near the 91 Freeway on Sunday as they investigated reports of what neighbors thought were fireworks.
Investigators spotted smoke coming from a plastic bag when a separate second bag exploded, causing minor injuries to an officer.
Authorities are still trying to figure out what the devices were.
No arrests were made.
