The incident happened shortly before 9 p.m. Saturday on Chapman Avenue and Bayport Street.
A car rolled into the building after being sideswiped by an SUV, which fled the scene.
One person inside the building was taken to the hospital and the apartment building was badly damaged.
Residents have been cleared out until the whole building can be inspected.
